Lisbon is the capital of Portugal. It has a population of 550.000 inhabitants (2011) and it`s inserted in a metropolitan region that accounts 2.2 million inhabitants. Lisbon City Council is the local elected public body of the Lisbon Municipality.
The executive body of the municipality is responsible for the: Organization and running management of city services; creation and management of transport, road and energy infrastructures and also cultural, scholar and sports public facilities; urban and construction planning; building permits; social housing providing and management; relationship with other municipal bodies. The Lisbon municipality already approved the city strategies and goals for the next European Community founds cycle 2014-2020, ensuring the implementation of Europe 2020 strategy in the city.

In 2012 Lisbon City approved its master plan for the next 10 years, with 4 strategic main priorities:affirm Lisbon in global and national networks, regenerate the consolidated city, promoting urban skills, encourage participation and improve governance model.
The City of Lisbon has developed, in the last 20 years, a great experience not only in urban transformations, but also in building participatory processes that aim the involvement of the citizens and main relevant stakeholders. The role of the city of Lisbon and its partners in the project would be to transpose this experience to an international network, by sharing its good practices and learning from the knowledge that other cities can offer.

Some organizations and institutions will be involved in order to bring more expertise in the concerned discussion. The main partners would be the Faculty Architecture - Lisbon University, Residents Association of “2 Maio Neighborhood” and local NGO`s that are able to reach wide groups of interest (students, citizens and other civic local associations). These institutions, as well as the City of Lisbon, are also able to reach important communication channels and other national and international institutions able to give contributions to the partnership on the topic of urban transformation.
