1. First Thematic Workshop - Day 1 (03.12.2014)

1.1. Welcome and Agenda of the workshop

- The participants of SINERGI First thematic Workshop have been welcomed by Mrs. Meri Kostovska, Head of the Unit for international cooperation – City of Skopje, Mr. Aleksandar Janakieski Head of the Urban Planning Department of City of Skopje, Prof. Minas Bakalchev, Dean of the Faculty of Architecture.

- The workshop agenda has been presented by Mrs. Meri Kostovska, Head of the Unit for international cooperation – City of Skopje.

 

1.2 Introduction of Lisbon, the new SINERGI partner

- Mrs. Meri Kostovska welcomed all the participants on the First Thematic workshop in Skopje and emphasized the importance and objectives of this third SINERGI project activity related to connecting and bringing together the decision makers, experts from the field of urban planning and modeling urban development , the representatives from the universities, and the  students from the cities of Skopje, Zagreb, Torino and Lisbon and creating  a platform for debate and discussion on which new models and approaches in urban development will be introduced.  She has read the welcome speech of the Mayor of the City of Skopje who was not able to attend this event.  In the Mayors speech the focus was put on promoting and accomplishing EU knowledge and experience of citizens in the area of urban planning and development, with the aid of good practices from the partner-cities in the project, as well as promotion of cooperation between different political, social and other stakeholders, that contribute to the process of social integration and development of strategies for urban social growth in the four partner cities.

 

-Mrs. Kostovska  welcomed the new SINERGI partner, the City of Lisbon which replaced the City of Dijon . She  invited Mrs. Joana Alegre Duarte, Advisor and authorized representative of the City Councilor for Housing and local Development, Madam Paula Marques to make a presentation. Mrs. Duarte in her presentation “Paradigm shift in Governance” presented the goals of City of Lisbon and emphasized the importance of shared knowledge, the participation in the EU 20/20 Framework, the international networks leverage local development plans of the City of Lisbon, the local development strategy and priority intervention in neighborhoods and zones. She presented the integrated local development plan in the Padre Cruz District. As a new partner in the project SINERGI, Mrs. Duarte concluded that the partaking of Lisbon’s City Council in over the SINERGI network will enable them to deepen the existing partnership with the Faculty of Architecture of Lisbon, local NGOs and the Residents Association from the Neighborhood 2 de Maio, in developing and consolidating an integrated Local Development Plan for this territory. This vital partnership will allow the City of Lisbon to foresee and leverage an action plan, in much, similar to the one for Padre Cruz, and so it will consequently help them in applying it to European funding.

- After the presentation of the City of Lisbon, Prof. Ognen Marina, PhD, Faculty of Architecture welcomed all participants and wished them a pleasant stay in Skopje. He emphasized the importance of the SINERGI project of all partner cities and gave brief comment of the presentation of City of Lisbon. He also presented in more details the agenda of the Skopje Thematic workshop for the next three days and the organization of the working sessions during this workshop. 

 

1.3. Start of the workshop – keynote speaker Alessandro Armando, PhD, Politecnico di Torino

- Prof. Alessandro Armando, PhD addressed to the audience with the presentation “The Architecture of the effects: The design of the process in the public transformation”. The presentation was an abstract of his work.

 

1.4. Keynote speakers Aljosha Shopar, Deputy Head of Urban Planning Department of City of Skopje and Slobodan Velevski, PhD, Faculty of Architecture

- Mrs. Meri Kostovska introduced Mr. Aljosha Shopar, Deputy Head of Urban Planning Department of City of Skopje who presented the “Skopje projects”. Mr. Shopar presented the South boulevard project in Skopje. He briefly presented the general master plan of Skopje, the master plan and main traffic lines of the central area and the project proposal for urban development. Mr. Shopar concluded his address with the presentation of the project developed by the private consortium LIMAK. Mr. Alessandro Armando asked about the situation of the underground link because it does not seem to be in renderings in the 3D pictures and because it seems to be half out and half underground. He also asked if Mr. Shopar to explain the structure of the passage and the organization of this section. Mr. Shopar explained that in the moment the project for the underground boulevard is ongoing and that he is not able to present more at this moment. He added that the investor LIMAK should make a construction and reconstruction of the new and old buildings in the area. In this context, Prof. Ognen Marina emphasized the importance of the inclusion of the citizens and their opinion for this project and Prof. Massimo Crotti commented that this project is open to different solutions that could be more fitted to the negotiations.     

-  Mrs. Meri Kostovska introduced Prof. Slobodan Velevski, PhD, Faculty of Architecture who made the presentation “Skopje-Patterns of Growth”.

 

The Day 1 workshop has concluded at 15:30.

2. First Thematic Workshop - Day 2 (04.12.2014)

2.2. Welcome and Agenda for the second day of the workshop

- The participants of SINERGI workshop have been welcomed by Prof. Ognen Marina, PhD at the Faculty of Architecture. He briefly explained the agenda for the working sessions, the participants in the working groups and two presentations.  

 

2.3. Start of the working session 2: Workshop

- Scientific coordinator of SINERGI project, Prof. Ognen Marina has made a presentation about the Skopje case study.

- Dr. Stefano Pensa made a presentation of the InViTo tool and use of it in the Skopje case study.

 

2.4. Working session 3: Participative design

- Work in three working groups have been organized around three proposed and initial scenarios of development of the Boulevard Krushevska Republika in Skopje. The working groups were evaluating the initial proposal and investigating potential solutions and changes through a process of interaction and negotiations between the representatives of the city administration, representatives of civic organizations and citizens and students lead by the tutor from the University. All groups were performing the design process on a physical model of the proposed design and with use of methodology of participative design and evaluation of proposed changes in real time with use of InViTo (Interactive Visualization Tool).

 

2.5. Working session 4: Participative design (2)

- The work in three working groups performing the participative design continued in the second part of the working session. The main strategic and design principles have been established and initial preparation for final presentation has been made.

3. First Thematic Workshop - Day 3 (05.12.2014)

3.1. Working session 4: Participative solutions

- The work in three working groups continued with the preparation of final presentation of the proposed strategy for future development of Boulevard Krushevska Republika in Skopje.

 

3.2. Public lecture

- Professor Massimo Crotti gave a public lecture “Language as a construction”. He was introduced to the professors and students from the Faculty of Architecture and the participants from Zagreb, Turin and Lisbon by Professor Mitko Hadzi Pulja who briefly talked about the work of Prof. Crotti and his architectural impact and contribution to the development of architectural thought and practice in Turin.

3.3. Working session 5: Presentations

- Three working group made a verbal and graphic presentation of the proposed strategy for future development of Boulevard Krushevska Republika in Skopje. Three proposals have been structured around the initial scenarios for development provided at the beginning of the workshop. Detail considerations, evaluation of proposed scenario and critique of the principles and elements of each scenario have been put in a row of drawings, graphic diagrams and concepts that were brought by the working groups.

First working group working on the scenario for future development of underground boulevard and new green ring above the underground infrastructure had presented a strategy for a more context sensitive and inclusive development of the green belt above the underground boulevard with high consideration of the river and the existing green areas of the private green gardens in the neighbourhood. They proposed to change the scale of the intervention when it comes to the development of the green belt and a new park and suggested an additional effort to be made in order to involve local residents and private owners of the existing houses in a fine grain structured intervention.

Second working group working on the scenario for future development of elevated above ground boulevard and new development along the extended and elevated infrastructure had presented a strategy for a dynamic and comprehensive planning with a considerations about  development in phases and showcasing the context sensitivity and enhanced connectivity with focus on the pedestrian connections. The proposed strategy included the distribution of stakeholders (from big investors linked with high rise to the medium investors located around the river front, public interest allocated in the new spaces of the newly established belt with public facilities and small investors in correspondence with local residents and the process of phased changes of the residential typology. This approach should provide economic and social sustainable development of the site of interest and to promote context and time sensitive planning as a tool for delivering solutions to the problems on time.

Third working group working on the scenario for development of the on-ground urban boulevard had re-evaluated the existing traffic corridor next to the Transport center and Railway station. The working group suggested the improvement of the existing traffic infrastructure rather than building a new one, followed with the establishment of the new green ring with large infrastructure for green areas and pedestrian traffic and mobility. The existing void should be used for introduction of the mixed facilities reinforcing the public and social infrastructure. The scenario has been strongly supported with the proposed regeneration policy for the existing residential areas. Renting for regenerating policy is in the core of this strategy with high level of context sensitive and strategic approach for building the most sustainable and economically less demanding process of urban growth.

 

3.4. Final working session: Conclusions

Prof. Ognen Marina had expressed on behalf of all participants and his gratitude to all the participants at the First thematic workshop in Skopje for all their contribution and effort during the workshop, to the members of the Skopje organization team and hosting institutions  City of Skopje and Faculty of Architecture in Skopje, UKIM, special mention to the contribution and support in development and use of InViTo to Stefano Pensa and Elena Masala from SiTI – Higher Institute on Territorial Systems for Innovation from Politecnico di Torino, and expressed special gratitude to the mentors of the working groups for an impeccable organization of the work at the workshop sessions, to Prof. Alessandro Armando and Prof. Massimo Crotti for their public lectures and to Ms. Joana Alegre Duarte for their productive contribution to the synergies in the project.

The next SINERGI meeting has been set for June, 2014 in Zagreb.
