SINERGI-Social Inclusion through Urban Growth Strategies

Programme Europe for Citizens; Measure 1.2. Networks of twinned towns

 

1.     GENERAL INTRODUCTION

The challenges of the contemporary urban societies have been surpassing its economic aspect and emanates as a structural, social, environmental and spatial crisis with devastating effect on transition societies. It has been followed by sharp inequalities and economic decline that have heavily influenced the transformations of the urban environment. Cities are complex systems of elaborated spatial and social relations. Its complexity is enhanced by its constantly changing and evolving shape and structure. To understand the processes that are shaping our cities we have to develop a platform of knowledge and tools that are coherent with the complex nature of the cities, but comprehensible and simple enough to be operationally useful.

 

As the SINERGI project is focused on establishing a network of cooperation between city administration, experts, civic organizations and works on promoting and exercising EU knowledge and experience in citizen’s participation in the field of urban planning and development with promotion of good practices from partner cities Skopje, Turin, Lisbon and Zagreb – first seminar was organized by the City of Zagreb, to perform first step in exchange of knowledge between experts, researchers and activists.

 

Starting with a Zagreb seminar, called ‘Learning From The Cities’, the project did the first step in introducing its main idea: to organize activities that would create a platform for exchange of knowledge that should brought together in a creative and open debate and communication between local authorities, Universities and research community, civil organizations and civil activist and citizens.

 

1.1.    Objectives of the meeting

The main objective of the Zagreb Thematic Seminar, titled 'Learning From The Cities', was to create platform of knowlegde on the topic of urban growth and its connections with the practices and policies of social inclusion. The aim was to create an open hub where experts and citizens can actively participate and interact with decision makers for better understanding how the inclusive patterns of collective behavior work. The oper hub should enable different stake holders to work together on the construction of new models of social inclusion in the process of urban development, according to different approaches: political studies on urban government and participation, technical tools oriented to inclusive practices, public communication and debates on urban transformations.

The participants had an opportunity to elaborate on three themes: Urban Projects For Citizens, New Industries In The Cities and New Public Areas in Cities. Each area could have been elaborated through three approaches:

Through urban development projects it was possible to define an area in which urban development policies and strategies could identify, analyze and reflect upon urban management issues with a high level of concern for social inclusion.

Through research and educational activities it was possible to address the issue of urban development in cities during and after the crisis, discussing new urban planning models, digital tools and evaluation of urban changes – and, in the process, play a leading role in legitimizing public policies towards the city.

Through examples of good and bad practice of civil society organizations (CSOs) it was possible to present various experiences of including citizens into the development, planning and implementation of urban growth elements, and due to contemporary knowledge about urban complexity can offer a range of solutions based on a holistic approach.

2.2.    General issues

The Zagreb Thematic Seminar was focused on three specific areas; Seminar themes were: Urban Projects For Citizens, New Industries In The Cities and New Public Areas in Cities.

2.3.    General introduction

The first theme, 'Urban Projects For Citizens', offered presentations and opened disscusion on:

How can we conciliate the need for economic development, sustainability and citizen's expectations and needs through new approaches and tools in urban planning and management? What are the challenges of social change and growing social and cultural differentiation of population facing the urban development? Which models of urban developments ensure the diversity of facilities, reconciliation of social differences and harmonious cohabitation of different social groups? Taking into consideration social transformations, social differences, unemployment, population aging, care for the youth and market instability – how to provide affordable  urban development and how can their planning be considered economicly and socialy sustainable?

The second theme, 'New Industries In The Cities', offered presentations and opened disscusion on:

Can the new articulation of the original purpose restore the function to run – down spaces? Taking into concideration the current processes of moving the industry to the outskirts of the city, can the citizens and entrepreneurs ( small and medium enterprises) enhance the development of the economy in the city centre through clean and creative industries? What is the role of city administrations?  How can the formation of creative clusters generate the development of complementary branches and stimulate urban growth? Here, the focus is in research and projects addressing the issue of urban development of cities in crisis and after the crisis, discussing new models of urban renewal, novel models of acting in existing urban fabric and evaluation of the urban changes.

The third theme, 'New Public Areas in Cities', offered presentations and opened disscusion on:

How does the quality of public areas influence the vitality of cities? Can the expansion of modern public areas change citizens' habits and improve the sustainable mobility in cities? Can modern urban interventions in capital centres reconnect a man with the nature and erase a sharp line between the private and public life through modern transformations of public areas? The on – going debate about the definition of the public space and what it means in the scope of civic rights and activities could produce better and comprehensive understanding of the novel way of using our cities. It is well – known how citizens participation can be reduced to a mere supply for correctiong lacking policies, rather than a proactive strategy that can provide new knowledge of the urban complexity in a more holistic perspective.

In terms of urban development, social housing, sustainable development and affordable housing developments, New housing development Sopnica Jelkovec in Zagreb is a unique project in Croatia that is built in a large construction field and is fully functional, forming a small new town that is generating added values on a planning level, society level and economy level.
